I've been lead to believe that this title is no longer obtainable in-game. It would have been class-specific, as at the end of their Act 3 quest Consulars can become part of the Jedi Council when Grandmaster Satele Shan offers them the seat place as a reward. I have no proof, only forum posts and deducing.

Note: I am unsure of conditions required to get a seat on the Council for Consulars, but I imagine players who performed a great deal of- or specific- Dark side options within the Consular storyline are the ones who are told no, as I heard this can happen.

Can anyone confirm or deny the existence of this title, i would very much like to get it on my consular if its possible.

SPOILERS! at the end of the storyline for Consulars Satele offers you Master Sio's place on the council since he is no longer fit to be a part of the Order, and you take it, i can't remember their being an option to turn it down
