In order to get this title you need to go to the Old Muckworks, located to the north of the Cantina on the planet Hutta.
To get there follow the road east past the Cantina out of the gate-type area, then follow it north. There will be a man, Foreman Rhamm, standing on a little hill OUTSIDE the building that will provide the beginning of the chain.
Quest giver coords are roughly -300,-12
However, I believe you cannot obtain this quest unless you started on this planet. I attempted to go there at level 17 once I obtained my ship on my Sith Sorcerer and it said I was not eligible for the conversation.
