This is pretty obvious, but this title is awarded when you complete (you might consider the following a bit of a spoiler, so if you are worried about story spoilers, you might want to stop reading now) Chapter 1 of the bounty hunter class quests, IE when you finish the Great Hunt...kinda a "duh" but still, if someone was curious, that's where/when you get this, likely not till your about level 30-34, just for an idea of the level its gotten.
