From "Reverse Engineering" lots of the item you want, bracer in this case, you have a chance (set number?) to get a random(?) schematic. I just received Redoubt Acolyte Bracers which is not +3, it is +4 and it is blue not green.

Also this is cool for when I get beat on I think but /shrug, new to game.
