He's summoned by clicking on a stone tablet called "Forbidden Knowledge" around -9, 1327 cursor, -6, 1319 player coordinates in "The Gormak Lands" on Voss. I wish I had known this, because as a level 48 Juggernaut who thought this was a lore object, I was a little confused when I got roflstomped by this guy out of nowhere.
