My group ran into an "issue" today where he was bugged. We killed him successfully the first time around, looted, moved on, etc. After wiping on the SV-3 Eradicator, we zoned back in, and he was up again, only with no hostages, so we killed him again, where he again dropped loot. The hostages respawned after his death, but during the fight, he bugged when he usually chokes a hostage, since none were to be found, and so just sat there to die. I would say this counts as an exploit or glitch, but the end result was for now, he can be double-killed.
