This one is also in the Unfinished Colossus area, in the south east corner. Keep going up the stairs to the base of the statue itself.

I found him in that area at coords 632, 89

He's in the Unfinished Colossus area, approximately where the letters ed in Unfinished are on the map. At the base of the statue, like soolaiman said.
