If you stumble upon this quest like I did when I was running around for the Militia Training Mission - The way to find this guy is to look at your map (M) and scan down South of Camp Karnori just past the road that runs e/w. There are 2 sunken settlements which are overrun with Sand People. (One looks a bit like a heart on your map) The entrance to the tunnel that leads to Edu is in the western sunken settlement. Gives out the quest New Neighbors as posted above. Hope it helps.
