If you are confused by coordinates like me: Open your Kaas City Map. She is in the Craft and Trade Market at the lower western fork, just next to a building entrance.

coordinates is player [X,Y] -56,52 (that is x is negative...)

As of the beta weekend of 2011-11-25, this character sells gear which are purchasable by Dromund Kaas Commendations and is located at the following coordinates:
Player coordinates: -56, 52 'ish.
Cursor coordinates: -55, 175 'ish.

I have no idea why the coordinate system differs between player coordinates and cursor coordinates, but there you go.

She's standing outside :)
