The location of this NPC is unknown.
Akaavi Spar was born into a respected Mandalorian clan and became one of its finest warriors. She killed her first foe--an abusive Abyssin mercenary--at the age of eight using an improvised flamethrower. This victory earned her the nickname "firehand" among her clan and marked the beginning of an impressive career as an Imperial bounty hunter. Akaavi captured and killed all manner of targets in her youth, from career criminals to Jedi.
When her entire clan was framed for crimes against the Empire and executed, Akaavi alone survived the brutal purge--but her outlook on the galaxy changed forever. With no connection to her Mandalorian heritage, she became a wandering mercenary loyal to no one.

Spaar's Weapon is "TechStaff" not Electrostaff or Vibrostaff or what you chose to call it. It is a staffweapon which use +aim as it's main attribute for damage. Spaar is a melee dps with both a offensive and a defensive cooldown. I would not call her a tank, but she's capable of tanking well enough as far as I've used her.

It never says anything about her being Human. she was part of a Madalorian Clan which can be composed of any number of races

Technically you get Risha on Nar shadaa as well, or your ship depending on how you look at it, but you basically do the actions required to get her on narshadaa and then you return to your ship and shes yours to do what you ask of ;)
Id really like to start using other companions its just unfortunate that corso is my best geared because im armormech and also because i found some epics that i geared him with.
I can gear akaavi with my armor mech as well, (i guess i could do risha too but i find it difficult to play with her as a gunslinger, i find 1 tank 1 dps much more effective since im stacking more cunning then endurance at the moment)
The only 2 i cant gear with my proffesions are c2-n2 the droid and Bowdwaar (which sucks, but i also dont like how his looks dont change when you put gear on him, like at all, they should have made at least something change)

I think your confused, or something, you dont get risha till after you complete act 1. Your talking about getting risha as a quest giver and a partner , she isnt your companion though you cant use her to come fight with you.
You get her at around 32-34 after you finish questing on alderaan.
