This NPC is part of the "Return of the Warrior" Quest chain that can be picked up at the market in Jiguuna. He's basically the boss at the end of the Quest chain. He is an elite boss, but he can be easily solo'd with BH using Mako as a healer, and drops Green Lvl 9 gear and creds. You get access to the Hutt's Stash after killing him. He's on the second level of Fa'athra's Palace.
A good suggestion is to have Gas Cylinder and Hunter's Boon running with Mako in Heal Mode. Attacking him right outside the chamber is ideal range. Try to keep him on fire and it shouldn't be a problem taking him down.
