I just wanted to clarify: There is no quest for an HK companion currently in the game. I have seen people claiming sightings but these are incorrect. The information you're seeing is from data mining sites that deep dive into files that - as many of you correctly pointed out - are often shells for future work or parts of the game that were removed. Always read any of these with a healthy degree of skepticism.

I've done everything there is to do on Hoth. The droid B6-31, which is the droid that starts the quest chain to enter the Fatality Crash; and ultimately HK-51, is not in the release build. We can all stop looking now, sadly enough.

HK-51 was introduced with patch 1.5 and to get him you need to do a rather long and tedious quest chain across several planets and flashpoints. You can find a handy guide with screenshots here:

Seems fitting that it's not in the release version of the game. Since huge chunks of KOTOR2 that were to do with HK droids were removed from that game at the last minute. :p
