He starts the mission, "Alderaan: Bonus Series" but he is not the begining of this chain. The official starting breadcrumb comes from Sergeant Collo, who stands to the left of the PvP Quest Terminal in the Combat Training section of Carrick Station, Republic Fleet. The breadcrumb mission is called, "Overreach", and it becomes available after you complete Chapter 2.
You are meant to do this mission chain during the Interlude between the end of Chapter 2 and the begining of Chapter 3.
