is its a super elite mob that spawns every 5 or so minutes that drops blue items, last kill got a nice hand gun from him.

He's found on Savrip Island on Ord Mantel at coordinates: -658/-520/11. It's the north side of the small pond on the southern side of the mountain in the middle of the island.

So far I had him drop a blue Rifle that's basically on par with the orange one you get while questing and a blue blaster that i assume is similar to the smuggler's orange in stats. They are however BoE and only require lvl 7 so its a good weapon for alts or the AH I assume
