This quest is soloable for any level 50 specced for healing if you have the patience. Use your tank companion to grab aggro on trash mobs and run as far as you can get before dying. Rez in-between the final pack of mobs and the boss and you won't aggro anything. The boss himself is fairly easy. He has a long (30 sec?) high damage cd that will hurt your tank so be ready for that. He will also try to heal but if you interrupt it on cd then there won't be a problem. This takes 15-20 minutes depending on how much damage you are able to add if you aren't busy healing.
Even though classified as a 4-man quest, this quest can be done with relative ease with 3 people, provided that you have a decent tank in the mix.
Lord Raxxus himself is a 44 level Champion with 159940 HP currently on live.
Due to his low level, he won't hit your tank all that much, nor does he do any nasty AoE business, so you'll be just fine with a companion healer if no player healer is available to you.
The guy is a joke, basically.
However, his trash mobs are a bit more nasty. They offered a greater challenge than the boss ever did to our 3-man team with a BH tank, warrior dps and a sniper dps, however we did manage to kill the neccessary trash packs before the boss with only one wipe.
Rewards for the quest upon completion is, as one can guess, armor plating (two different sorts for a BH tank, atleast) and an item box. The armor platings, however, are one "level" lower than the ones you can buy with daily commendations are, so you might just want to pick the box instead and hope for some nice lewt.
Summa summarum: Very much doable with 3, or mayhaps even with just 2 people, assuming that you have a decent tank.
