Found mine at around -840,-40.
Not sure if it is random. As other said, looks for a radio tower with thin pole and the white panel is below it, easy to spot.
It can be anywhere, don't stick at the above coordinate if you can't find yours, just look around for a wider area.
I wasted a lot of time from the hope that it can be found on any coordinates stated above by other people, couldn't find anything. So probably it spawns at a random spot.
