Target Practice
Sand People are taking potshots at travelers going to the Dune Sea. You've been asked to confiscate the sharpshooters' weapons before they cause any more harm.
Defeat the Sand People sharpshooters located up high along the chasm in Jundland and take their sniper rifles.

I don't like to +1 people who beg in 2 separate comments for it :P But he's right. The Evading mobs are all over the place in the valley, which makes completing the bonus quest Steady Shot while doing the Consular story quest quite irritating-- but the ones which drop the quest item are NOT the evading mobs. The Sand People Sharpshooters are up on top on the ridge, and quite obvious when you go upstairs to look for them. I'll upload a screenshot.

Ignore my previous comment, atm we cannot delete or edit comments. I'll delete the previous one when we get privileges to do so.
Everyone that says the mobs are evading are doing it wrong. My picture shows the mobs that drop it (Sand People Sharpshooters).
You can find the sharpshooters around -273, 474 and they are evenly distributed around the canyon.

The Sand People Sharpshooters (the mobs you want) are atop the ridge, marked green with the Republic Targeting Device in the upper right hand corner of the screenshot. The Sand People that keep evading are down in the valley below, targeted with the tiny red lettering in the lower left. Hope it helps.

Sadly, all the quest mobs for me have been evading making it impossible for me to complete this quest. Sent a GM ticket in.
