Suicide Mission

Sergeant Mack commands a group of mercenaries hired by the Republic to scan the sliding plate and determine the feasibility of a rebuild operation. The presence of rakghouls in the area is too much for Sergeant Mack's team to handle, but not too much for you.

Head into the rakghoul-infested Sinking City and scan the three locations on the sliding plate.

It was a bit confusing because it was the same scanner I had to use for another quest (the one where you scan abberrant creatures). I still had it in my hotbar from that quest so I tried to use it from there and it wouldn't work. I had to right click the scanner directly from my inventory.

You'll have an item "Radiation and Structure Scanner" in your quest item inventory. You'll have to left click it at each location. It DOES NOT have any description leading you to believe it is a usable item, you just have to be in the right locations and click it anyway.

The mission text doesn't indicate it, but you'll need to drag the mission item onto your hotbar and use it at each location.

Exactly what AstralFire said. The scanner text doesn't even say it has a "use" effect. Just right click it at the locations.
