A Fair Fight
General Orias has asked for your assistance in recovering valuable prototype shields stolen by the Empire. The shields haven't been spotted on the battlefield outside the Jedi Temple, and the general suspects the Imperials are using them inside the temple itself.

He is not giving a quest to me.
Is there a pre-requisite to getting this quest? Valor rank or something?
UPDATE: You have to progress in your class quest to unlock this. After the "main" part ends, you are sent to Ilum. Then as you complete the Ilum chain, the daily's that weren't available unlock as you go.
