Not quite bugged, but strange a bit. To disarm the torpedo, first you have to extinguish the flames, then loot the explosive container on the front part of torpedo.

To douse the flames click on the main body of the torpedo. To disarm click the small square panel near the nose-cone of the torpedo.

First you click the big part of the torpedo, the flames extinguish. Then you RIGHT click the tiny panel on top of the forward section (behind the nose and between the fins) and loot the quest item.
