These can be found occasionally on Belsavis, but you are much more likely to find Phond there rather than Damind.
I had much better luck farming this on Voss, especially near the Shrine of Healing / Pilgrim Retreat area.

Oddly while these exist on Belsavis, they're usually guarded by level 50 mobs. I finally gave up looking there and turned to Voss, with much better results.

{Ironically on Belsavis, I found grade 6 mats, unguarded, in the level ~42 zones. Go figure.}

When I'm out on ilum farming upari crystals and primeval artifact fragments, everytime I see damind nodes I go "damn it".
