Ummm... actually DO buy the MMGS as it is required to get the green matrix shard on Corellia AND helpful in getting the +10 stats datacron.

The ladder method Arlique refers to has been patched, and no longer works. You will need the MGGS to get the +4 STR datacron.
The Red Detonite Actuator itself is used to get the +3 endurance datacron, in the Heroic Kilik mines.

Vendor is Lain-Ricie @ Alderaan 1865, 1090 - $2000 creds, not consumed with use, not BoP, so it can be given/sold after you get your datacron. Good luck with the 40Elite cave.
(NOTE: the vendor also sells the $10,000 cred. MGGS grappling system for the lazy man's access to Strength +4 datacron. DO NOT BUY IT. If you are unable to hop up a simple ladder to that datacron, it might be better for you just to go to the top of the dam, leap to your death, log out, and take up Bingo.)
