This costs 25,000 credits and is available to all accounts which have a Security Key Authenticator attached to it. On Republic side the vendor can be found in the inner-circle of the Republic Fleet.

Purchased from security vendors for 25,000c. To access that vendor, you must purchase a security authenticator or download the app for you smartphone/iPad.
