This is quite incorrect. Given the age of the post, that's probably excusable, but I'll post this here just to make sure we have correct information being disseminated. Alacrity affects the cast time and channel time of non-instant abilities only. It has no affect on resource regen (aside from possible interactions with regen skills based on the increased cast/channel time effect, such as Force Lightning and Sith Efficacy for Sorcerer), nor does it increase your Force Power. Unlike WoW's Haste, Alacrity reduces by a flat multiplier, rather than a flat divisor. For example, in WoW, 50% Haste meant that you cast 50% more of that spell in an arbitrary given time period, and that the cast time would equal OriginalCastTime / (1 + 0.5) = 66.7% of normal. In SWTOR, 50% Alacrity means that the ability simply takes 50% less time to cast, meaning OriginalCastTime * (1 - 0.5) = 50% of normal. This means that the total damage bonus from Alacrity asymptotically approaches infinity at 100%. For example, 90% Alacrity (which is, for the record, impossible, Alacrity caps at 30% benefit from rating), you would be casting a 1.5 second ability in 0.15 seconds, so you could deal 10 times your normal dps.
Note that contrary to common belief, the benefit of Alacrity is not capped at the global cooldown. The GCD of any non-instant ability will be equal to 1.5 seconds or the final modified cast time, whichever is less. For example, if you have 10% Alacrity, a 1.5 second cast would have a modified cast time of 1.5 * (1 - 0.1) = 1.35 seconds. In this case, this ability would also have a 1.35 second GCD. All instant abilities (even if it's a cast-time ability made instant by some skill or proc effect) have a 1.5 second GCD at all times.
