Drops from the 3rd boss in KP hard mode (the immune robot with 3 console puzzles)

It Procs a lot and Crits for a maximum of 350 for me.

Also has the following effect in-game:
"Equip: Damaging attacks have a 30% chance to deal 168 additional internal damage to the target. This effect can only occur once every 4.5 seconds, and shares this limit with similar damage-dealing effects."

Does it share "similar damage-dealing effects" with for example Energy Surge Device or Gravity Wave Device ?
