The best place I have found to farm this, with little cost and a rather good respawn time is around the Jedi Temple on Coruscant.

Yeah, I reverse engineered the mods that I pulled out of my original lightsaber (obtained during the Jedi Consular class quest line) and got an artifact fragment out of almost every single one.

You have a small chance of getting these rather than Power Crystals at level 10-16 Archaeology. It happened about 4-5 times when on Grade 1 Power Crystal mission to get no Rubat Crystal at all and get 1-2 Fragments. You need 35 skill to first get memoirs of a crimelord, but before that you will get a few fragments.

Lost Archaeology Finds require a minimum level of 25 Archaeology in order to farm. Since the Lost Artifact Fragment a Grade 1 Item, I imagine any world that supports Levels 10-16 will have these clusters. However, I did find some in Taris which is a Grade 2 - Level 17-24.

I get lots of Eralam Crystal, Nextor Crystal, Lost Artifact Fragment, Sacred Artifact Fragment, and an assortment of Grade 2 Color Crystals (Lighter on these) on Balmorra in the Sundari Flatlands, in the Republic Defensive Line area (the trench warfare area). Of course this is Imperial.
