This component can be had by getting a crit on an Investigation Mission yielding grade 1 research components. On the Imperial Side I got these pretty often by doing missions marked "Rich Yield: Grade 1 Researched Components" such as the "Fist of Justice"

Just had 1 of these drop off Lord Inath on Dromand Kass. Guess mobs can drop them on rare occasion.
