Vendors for these are located in Kaas city by the Galactic Trade Center / Craft and Trade Market south side.

As of Early Access 12/13/11 - The NPC Boibole does not sale these. I haven't been able to find an NPC in the City of Dromund Kaas that sales these either.

ANYTHING will drop these, could be a simple beast or a champion. It seems tht in general it's things that would be a tough fight. so coming back at lvl 40 and farming for Dromund Kaas commendations is difficult to impossible.

Got two of these to drop in about 60 seconds while killing Kubaz Spotters in the Initiate's Path southwest of Kaas City.

As of the beta weekend of 2011-11-25, the vendor who sells these is called Boibole and is located at the following coordinates:
Player coordinates: -56, 52 'ish.
Cursor coordinates: -55, 175 'ish.

She's standing outside to your right if you're walking up the stairs.
