The amount healed doesn't justify the cooldown. Hope they'll change it to a higher number or lower the CD by half.

The tooltip in-game actually reads:

Equip: Healing an ally has a 50% chance to restore an additional 410 health over 3 seconds. This effect can only occur once every 20 seconds, and shares this limit with similar healing effects.

The description for the Relic of Residual Mending on this page is partly incorrect. The Relic does not have an augment slot and does not increase your armor rating.
