This thing can be awesome if used correctly. Using it in the middle of a minefield destroys close to a 100 mines!
Another good use is near the laser batteries of a big capital ship.

However, at higher levels it fails to kill anything other than unshielded, weak targets. It will damage targets but you'll still need to finish them off.

For the Imperial mission "Cartel Listening Station", this is the "I Win" button. See, there are a number of time where you are doing a close flyby over the station. If you can activate it just as you are approaching the middle of the station, your EMP blast should take out the 12 turrets, the 2 antenna and (probably) atleast 2 of the 4 hangars that you will need, as well as a fair number of enemy fighters that count towards the bonus. IF you're really lucky, you'll even be just within range of one of the capital ships, which means another 6 or 7 turrets counting towards that buns as well.

The blast should also be great for missions where you're attacking the larger capital ships, such as "Sarapin Assault", giving an extra little power needed to take out the bridge for that particular bonus, if you need it.

The downside is that, with a 4 min cooldown, that means that you may well only have a single use of it for most missions.
