The default color of his lightsaber in Kotor was indeed green, not purple. It might change color in SW:Tor but as for Kotor it was green when he was first met.

If you have played SW:KotoR I and II you should know by now that the most likely color for a Jedi consular is the Purple or Violet lightsaber. Although in the movies the one who carries the purple lightsaber is Master Mace Windu (who is a Jedi Knight). The color of a Jedi's Ligthsaber is a sort of "birthstone" when he/she selects the path he would follow.

For those who haven't played KOTOR
Jolee Bindo was one of the three jedi npcs you could recruit to your party, Being a strong jedi councilor his lightsaber's stats make a lot of sense here.
The color crystal should most likely be green as a symbol of a councilor (and was also the color he had when you first meet him).
