This is indeed Bind on Pickup. The Biometric Crystal Alloy used to make these is also Bind on Pickup. This is basically a reward item for being a Synthweaver, just as Biochems get some BOP implants.
In addition, these bracers are part of the Tier 3 PvE set, however, they have no bearing on the set bonus.
