Looks like it's a random drop in Hoth. I killed 41 Wild Roaming Tauntaun and 16 Whitefangs, none dropped. While questing, I killed a White Maw Defense Droid and it dropped it.

It kind of doesn't matter where on Hoth you farm for this... it's a rare world drop and can drop from anything... good luck to all those hoping to get a taunlet!
