Hasn't been posted, yet. But this is obtained through the Unassembled Rakata Covert Ops Main Hand Weapon from Hard and Nightmare Mode Karagga in Karagga's Palace.

Wrong Argo. The Total Stats is the sum of all the stats on the weapon from the modifications. For example, the Total Stats lists its Critical Rating at 77. You have 41 Crit from the Color Crystal, 8 from the Modulator, and 28 from the Enhancement. 41+8+28=77

It is unclear on how to acquire these items yet as they are mostly data mined. It is a safe assumption thought that you get them through currency or drops from the hardest Missions or flashpoints, maybe a pvp reward as well.

Does anyone know how the stats work out on this? Do you get it with the Overlay, Support, etc on it or do you get the base weapon and then build up each portion of it. Then after building up the weapon you get the total stats at the top? Or is this just like this at pickup?

Now that Rakata weapons have been fixed, this is the BiS Sniper Rifle for PVE. The Enhancement (58) may be replaced if the Accuracy would bring you over the soft cap of 8%.

Argo is right, for instance the barrel on this item is inherit to it, cannot be removed and doens't appear as a mod in game (though on torhead it is displayed as such.)
That is what you might call the item's base stats -- and then the Color Crystal, Mod, and Enhancement are modable.

The way we have it set up, is the Total Stats are the item's base stats, then the item also comes with default modifications installed such as Overlay, Barrel, etc. The stats for these default mods are also shown.
