"Bio-Energy Cell Sample" is on Taris (empire), and Balmora (republic). have a good farming ;)

If you are EMPIRE, you will get these from nodes and strong/elite/champion animals on TARIS.
If you are REPUBLIC, you will get these from nodes and strong/elite/champion animals on BALMORRA.

EMPIRE: Taris is an excellent place to farm this. Silver (strong) creatures on Taris will yield Blue Goo instead. Elite creatures tend to drop Bio-Energy Cell Sample. The Vicious Shaclaw creatures around Crater Command Base give a predictable, consistent yield.
Bio-Energy Fiber is the name of the Bioanalysis nodes.

Easy harvesting for higher lvl Republic on Balmorra...@ the Lower Sundari Outpost...pick up the 2 [HEROIC] quests...head to the heroic area...pick up the 3rd [HEROIC] quest which is located there within in the heroic area...all colicoid bugs in this heroic area yield either Bio-energy Cell Samples, Cosmic Trace Particles or Inert Virus...avoid the Champion bugs to save time...they're a pain and take a while to bring down, but still easy. Pickin up the [HEROIC] quests not necessary, just a guide to the heroic area where bugs respawn...tho rewards not bad for low lvl alts or auction...HAPPY BIOANALYSING!

Just adding that the elite/strong colicoids near Bugtown, including in the cave near Bugtown, do not seem to yield bio-energy cell samples. Got a lot of blue goo and unknown microorganisms from those though.

Collected ALOT of these from Bio-energy Fiber plants on Taris, seems to be the most popular plant on there.

Ok after comments decided to go back to Taris, I didn't get as many as previous but this is what I dropped in 30 mins gathering:

39 x Blue Goo
38 x Cosmic Trade Particle
37 x Medicinal Fluid
24 x Bio-Energy Sample
3 x Unknown Microorganism

Worth note is that I dropped Bio-Energy Samples majority of the times when killing Vicious Shaclaw.
Also: My character is part of THE EMPIRE.

The Bio-Energy Cell Sample seemed to have had a high drop rate for me from killing the Vicious Shaclaw. They can be located at (-1186,438) world view map, and if you are empire you can just take the flight to "crater command base" as it's literally right next door to it.

I found that the 6 Vicious Shaclaws around -1315 -187 (player cursor) by the crater command had a decent drop rate.

Did NOT find on Alderaan, despite tons of harvesting. Found in a decent ration on Balmorra as Amara stated.
