This chest armor is an "open" trench coat look with the hood pulled back. It can be found on the last boss of the Cademimu Flash Point.

Confirmed. Seems like General Ortol might drop all the chest pieces, also got the Agent/Smuggler coat while trying to get this to drop (looks good on Vette). This is kind of a dark purple color. Submitting a screenshot...

Republic version is a white hooded coat with silver breastplate and r.shoulder guard.
