This item drops off of bosses in normal-mode Operations and hard-mode flashpoints.

I have. We are currently doing HC Flashpoints, and the last boss drops 1, which can be rolled for. Only one person will get it.

Note: Currently when you have one and trying to craft something, the crew window says you have 0/1 of these, but if you have every other component you can craft it without trouble (Patch 1.0.1).

Currently, these work similar to the Orbs in WoW. One drops off the last boss in a heroic flashpoint and all 4 roll on it.
Seems a bit weird that it requires heroic FP's considering alot of the equipment it can make is level 48 (at least for artifice).
In my opinion, these would have been better as rare drops from all lvl 400 mission and / or gathering skills that would give a [Moderate Yield: Unknown Items].. but that's just me.

This is also available to purchase with 125 Fleet Commendations from the Starship Upgrades droid on the Fleet. You can get up to 3 from the Grade 7 Crafting Materials boxes. It is a random crafting material each time, but I have gotten 3 and 2 of them from buying the boxes.

You need 3 of these for each of the "Prototype"-class lightsabers you learn from the trainer, when you reach level 400 in Artifice. Safe to say there will be a lot of farming, especially as the requirement will go up the better recipes you get.

So, unless I'm missing something, If you aren't planning on running flashpoints and operations @ max level, crafting skills will be basically useless to you for end game purposes up until they decide to make these something other than bop.
