Do the planet's heroics for a daily dose of commendations. Granted, since we're talking about Belsavis, I should point out that only the heroics offered in the original areas of Belsavis offer Belsavis Commendations. The level 50 heroics reward Daily Commendations instead.
In this case, the heroics you're looking for are: Jungle Flight, The Engineers' Tale, and The Tyrant for Republic players; or A Rock and a Hard Place, Republic Secrets and Breakthrough for Imperials.
