Perhaps a reference to Poggle the Lesser, a Genosian ironmonger (i.e. weapons manufacturer) during the Clone Wars- but, as the Old Republic takes place thousands of years before, more likely a reference to Mandalore the Lesser, leader of the warrior clans during the Great Galactic War.

As with all other 140 rating Main Hand weapons, the token for this drops from Hard Mode/Nightmare Mode Karagga the Unyielding, the final boss in Karagga's Palace.

From Rakata gear vendor on Fleet. "Mac Moria" for Empire, don't know for Republic.
