You can also find these in chests in the FFA PVP area Outlaw's Den on Tatooine.

If your wondering what you do with these, you can use them with the Battlemaster PvP Gear Vendor, next to the PvP Gear Vendor... 200 of these with 200 Warzone Tokens gets you nice level 50 epics.

Located at the PVP world area on Tatooine called the Outlaws Den - Each Security Chest contains 20 commendations and between 2k - 3k credits.
Commendations stack to 1000. Mercenary Commendations can also be obtained by trading in Warzone Commendations. You receive 10 Mercenary Commendations for 30 Warzone Commendations. For 200 of each type of Commendation (Mercenary and Warzone) you can buy a Champion gear bag. http://www.torhead.com/item/eMw3Nj9/champion-gear-bag-unique

-365, -916 behind Shifty Panaw
102, -814 behind Blearg's tent
-227, -1347 Next to rock formation between Jo'dath and the market.

31, -1096 Near the dead end path between Jo'dath and Blearg.
-287, -898 Inside of hutt near imp enterance.
-343, -1050 Slot in wall in front of Panaw.

Chests are on a long spawn timer I believe. I got a set of chests in the area and didnt see another for about an hour and a half.

Mercenary Commendations can also be obtained by trading in Warzone Commendations (http://www.torhead.com/item/7RcvnS0) to a PVP Vendor. Trading in 30 Warzone Commendations nets you 10 Mercenary Commendations (and the reverse is true - 30 Mercenary turns to 10 Warzone).

As of the current patch (1.0.1) these are not awarded for PVP kills in either Ilum or Outlaw's Den. Tested in a group as well as one on one, at capture points as well as outside capture points.

I dinged 50 early and have taken security chests filled with these commendations many times in the PvP area at Tatooine, and I have always been entirely alone at the place.

One spawn point I am 100 % sure of is next to the tent behind the PvP vendor Jo'dath the Exile.

For the record, the PvP Vendor that can transfer your Warzone Commendations into Mercenary Commendations (and back) is the one that stands next to the terminal that grants the daily PvP mission. For Imperials, this is Jensen in the Combat Training area of Vaiken Spacedock (Imperial Fleet).

4 chests spawn simultaneously with a Respawntimer of 1,5 Hours. Can confirm this for 4 days in a row now.

Wrong world pvp and Ilum pvp doesn't net these.

The Only way to get these is by trading them in, you not get them from world PvP or any other way at this point in the game.

He means enemy players, not enemy npcs.

I've been to Ilum and killed Imperials and taken bases and still haven't received any.

PVP usually tends to be Player Versus Player combat, not Player Versus Environment. Hence why you're not getting tokens.
