Looks like on live they are no longer tradeable for Coruscant Commendations.

Ord Mantell Commendations are earned from quests done in Ord Mantell

By the time your character reaches level 8 you should have obtained enough commendations to purchase a high quality chest piece from the commendations vendor Corporal Hurwell who is located on the left as you enter the military base, next to the other vendors.

I just looted one of these from a level 5 or 6 ish trash mob while questing. The loot light-beam was green on the mob and this commendation was on his body.

So apparently, these must have some kind of random drop chance as well.

I have 19 at level 11. All you can spend them on is two (8 commendation) pieces of armour. Keep that in mind when quests offer you a choice of a Commendation or a piece of Blue armour.

Kinda useless now that you no longer can trade them off...

The quest rewards are better than the commendation armor and there are no mods available to purchase on ord mantell so... might as well just take them out of the game

So far I found 2 items you can buy with 8x [Ord Mantell Commendation] from the specialty goods vendor in the Market of Fort Garnik.
[Talloran Scout's Jacket] and [Fort Commander's Chestguard]

Get 16 of these so you can buy the jacket for your companion too, but after that select the other quest reward rather than these - at least you can sell those.

You can also trade them 2 for 1 Coruscant Commendation (the next world), where you can get better rewards for the next level-range
