It seems to me that bioware screwed up the amount of willpower this item has. The force mystic and stalker chestpieces, which are the seer sage and shadow set chests respectively, give more willpower (a whooping 21 more), while this set, annoying, has higher endurance (which is not very useful in PvE, for a PvE set) and a paltry 9 power more, which definitely does not make up for the loss of willpower. It appears the rakata gear also suffers from the same problem.
However since this drops off a heroic flashpoint, I suppose you could convince your friends/guildies to let you get a second token once they've had theirs, exchange the seer (healer) chestpiece and extract out the mod to increase the willpower of this item. The armor mod is locked, unfortunately. Or alternatively, just use the healer chest.
