The method of getting the Champion Bags is correct, however they now always have 15 Centurion Commendations and 7 Champion Commendations, plus the random chance to drop a Champion gear token.

I believe these are looted from the PvP Item Chests you can buy from the PvP Vendors

The currency used to buy artifact PvP gear at launch. Obtained by the following steps:
1. Farm Warzone Commendations by running Warzones.
2. Convert them to Mercenary Commendations (using a vendor near the PvP gear vendors) at a rate of 30x Warzone Commendations for 10x Mercenary Commendations.
3. Buy a Champion Gear Bag from the same vendor for 200x Warzone Commendations AND 200x Mercenary Commendations.
The bag will contain either 3x Centurion Commendations (the currency used to buy prototype PvP items) OR 1x Centurion Commendation and 1x Unassembled Champion Piece, which can be exchanged for a piece of artifact Champion-tier PvP gear.
