This is exactly what the description says, it makes it appear that your character does not have a chest piece equipped. That said, it's actually a bit more modest than some of the other chest armors for female characters in that they are shown with their default 'sports bra' look, unlike some of the brass bikini type tops.
The armor is available as a random item in a Cartel Pack.
