Live version does not have an augment slot.
Also the +48 tech power does not make it special. If you fully remove mods from any orange pistol, that pistol would have +48 tech power. It's just you virtually never see a totally un-modded orange weapon to compare.
From what I have read, they changed a lot of quest rewards and blue items to the new orange 'Custom' color.
This was to avoid confusion so they can have blue (Prototype) items that are not moddable and the orange (Custom) items that are fully moddable. So the only thing it does is show you at a glance if a weapon is fully moddable (orange), not moddable (white/green/blue) and partially moddable (purple).
During Beta, my Trooper got an orange Blaster Rifle and later on after choosing my Commando AC an orange Assault Cannon from the bag. Initially these were blue items.
Not sure what happened to the supposed 'Legendary' items, but I'm thinking they either got scrapped or have a new color now. ;)
Thank you very much for posting the link to the developer explanation....my only other thought on the matter is the presence of the Augment slot. I think this along would make it a Legendary...but I could be wrong. I did the same thing and swapped my mods out from an orange blaster that I was using and saw no increase...BUT it's purple and therefore it rocks :)
This blaster dropped for me from a random strong on Belsavis right outside the quest area entrance for 'Breaking Through', but I am pretty sure it is a completely random drop.

@ThyBounterHunter- While it is true that in game the Modified DTB-27 Bolt Pistol's name appears as deep royal blue/purple. However the stats are NOT affected more on a royal blue than on an orange. I took my current orange blaster and swapped the mods into the Modified DTB-27 Bolt Pistol. The stats ended up EXACTLY the same. When the developers came up with orange custom items its my guess this one just got over look in the color change.
"To start with, we’ve introduced a new color and item type: the Custom items. Those are shown with an orange border and are fully moddable. This change is purely cosmetic. What we have done is take all fully moddable Prototype items (blue) and simply changed their icon color. This helps us create a better and more unique identity for fully moddable gear.
Since other games have used orange to signify truly rare and epic gear, let me clarify that orange in Star Wars: The Old Republic has nothing to do with 'epic' gear. (And for those curious, our version of 'epic' is a very deep purple, bordering on a rich blue)."
