While I am not going to give any more information on how, where or from whom it may be acquired, I want to debunk the idea that you have to reverse engineer endgame gear to get it so people don't do stuff they regret.
I killed the force ghost with only two people. My wife on her 49 sage, and me on my (recently leveled) 50 shadow. Needless to say our gear wasn't all that great. He does hit pretty hard, and his long CC and stun is pretty annoying, so be prepared.
First off, if you're Republic side all you need to kill this guy is a tank and a healer. As soon as the tank clicks the gem to summon the ghost everyone needs to back up towards the nearest group of republic soldiers (tank be sure to stay in taunt range just in case). They will aggro onto the ghost, and suddenly you'll have an extra three DPS. I haven't had him leash on me yet, and so far I've managed to drag two groups of republic soldiers into the fight (4 minions and 2 lieutenants). This is the real trick to making this fight simple, force the enemy to draw adds.
After that the fight gets a lot easier. Whenever he CC'd me he'd just start attacking one of the NPCs, giving my wife plenty of time to heal me back to full. If she needed extra time I'd just kite the ghost a bit (he's not immune to slows). I wouldn't say it was an easy fight overall, but then again neither of us was geared, she was still only 49, and we duoed it.
As an extra note, for artificers with friends (or people they paid to help). You cannot have more than one shockfrozen water on you at a time, but everyone gets an adegan crystal at the end and THEY CAN BE TRADED. My wife and I cleared this guy twice in about 50 minutes, leaving me with 4 crystals to craft with. Since the adegan crystal is unique you can't have more than one in your inventory, but you can totally start crafting a magenta crystal, trade for another one, and start crafting a second one since they are no longer in your inventory when you start crafting. I managed to have 4 crystals crafting at once by the time we were done.
PS @ Vash. He can be spawned infinitely, but creating the crystal at the end of the fight requires you to have a shockfrozen water in your inventory, and since you can only have one of those you'll need to redo steps 1 and 2 before spawning the ghost again).
@direwo1f. Atm the price on these will be sorta screwed up since you can buy +41stat crystals for 250k. Also, the price will fluctuate server to server depending on the activity of the GTN. It is my opinion, though, that the Magenta crystals should be priced at least 5x the advanced (+31) stat crystals due to the extra components needed to craft them. I don't think it's too unfair to even go as high as 10x since it is a lot of extra work and time to get these.

Since the details are already out on other sites, these are the steps required to get the crystal:
1. go to Tatooine, and click a vaporator, you will get a buff called Refreshed and Sustained.
2. Travel to Hoth and go to -966, 600ish on top of a mountain, the water will freeze and you will get a pure shockfrozen water.
3. Travel then to Ilum, and click on that useless depleted white adegan crystal. A champion force ghost will spawn and you must then kill it. We had 7 people and an offspec healer. Nearly killed the tank a few times. Once he dies, a patch of crystals will spawn, loot the crystal, and your water will be replaced by a crystal.
