This is the major building block of the of the low level crew skill crafting professions - Cybertech, Armstech, Armormech,. This is gathered through the use of scavanging and is found on Dromund Kaas. With the different instances of the same planet running at once it makes gathering a lot easier than if we were all sharing one planet and at the mercy of the one farmer that has their route on lock down. You also get Desh from reverse engineering the items that you make with the three crafting professions listed above.
If you want to make a bunch of credits at a low level this stuff will probably sell pretty fast the first couple months after the game is released.
Desh and Silica is commonly scavenged from low level targets. You can scavenge resource nodes, which usually yields 2-4 Silica and 2-4 Desh, or you can scavenge killed droids. I am guessing strong droids can be scavenged about half the time, and yield 1-2 Desh or Silica. You can scavenge both your own kills and other peoples kills.
A great place for a Republic to scavenge is on Tython in the heroic area to the west. All mobs are droids, and it can easily be done with you an companion at level 10.
