The Pilot's Uniform Set is Purchased from the droid S-1A0 <a href="http://www.torhead.com/npc/evmVCrZ"</a> at the Imperial Fleet in the Galactic Trade market section (SouthWest). The droid stands Behind Ensign Brukes (who does starship upgrades).

The cost for these items has been reduced in the Live version, and are no longer 250 Commendations (which they were in Beta).

These items are fully modifiable. Which means they can level up with you just by changing out the Armoring, Mod, Enhancement, Augment slots. You get Armoring and Mods from Cybertech. Enchancement is done by Artifice. And Augments are gotten through Slicing.

Although all of slots can be upgraded (for better stats), the Armoring slot is the one that actually upgrades the items rating (Level) and ArmorClass. Just like Hilts for Lightsabers or Barrels for Blasters upgrades the base weapon damage.

I gather from what you're saying that you can change what type of armor this can be through adding the appropriate items to the slots (making it heavy armor instead of light armor). Am I correct in my assumption?

Nothing makes it heavy, iirc. The Armoring slot adds to your Armor (19 Armor (Rating 12)).
