RE on Resolve Hilt 18 broken?

I've RE'd between 50 and 70 of these and still haven't gotten the blue pattern yet, anyone else having problems with it?

edit: Eventually got it, took about 100 REs though :/
Is that common or do I just have bad luck?

edit2: I think I might just have terrible luck, just got blue Might Hilt after 3 REs. Still wondering if anyone else has experienced anything like this?

Assuming, say, 10% chance, around 53 people who are currently playing will experience rates like that. At 5% chance (1/20 - still reasonable), its 12,000 people.

As someone cuurently levelling Biochem, I can safely say I've not experienced any issues with REing. Except never getting the damn prefix I want on Implants.

They are lower than intended, but the statistics i gave still apply.

No matter how high they buff the rates (short of 100%), people will still experience abnormal rates.
