I can confirm that this one is for the Consulars. You get it at the end of Chapter 1 - or, rather, at the beginning of Chapter 2.

Yeah you can get this at about level 30 for consulars. i got mine at level 31 after completing act 1.

Since it was datamined, it's likely one of them is just a duplicate in the game's data.

Edit: I take that back. Since the other one states it is for the Jedi Knight, it's most likely this one is for Jedi Consulars.

actually, you get this one for doing one of the flashpoints, I believe Mandolorian Raiders. this has nothing to do with completing act 1 or starting act 2. As a consular, you get the Barsen'thor title for completing act 1.

Lvl 40 seems early to get the title of "Master". There is a level 50 entry for Master that seems more likely. Maybe there will be two ways to get it? Or this one is bugged?
